Jakarta requested that a three-dimensional map be constructed of SA's capital. The space twenty metres above any pre-existing structures would be available for sale – through an auction process – with net proceeds to go directly to the bait-ul-maal. Jakarta felt that this would provide a practical way of addressing air pollution by creating clear ownership rights that would make litigation and/or injunctions increasingly useful.
